Laws no. 12/2019 and no. 13/2019 entered into force on 13 February, entailing substantial amendments to the legal framework applicable to urban leases. Law no. 12/2019 aims to prohibit and punish the so-called landlord harassment. Law no 13/2019 intends to establish “measures purposed to correct the imbalance between tenants and landlords, strengthen the security and stability of urban leases and safeguard tenants in situations requiring special protection”.
